VA Saginaw Healthcare System Aleda E. Lutz VAMC Expansion Planning & Development

The Department of Veterans Affairs retained WBK Engineering as part of the Alliance Consulting Group
& Seven Generations Architecture + Engineering (7GAE) Joint Venture design team to provide planning, civil engineering, and architectural design services to plan for an expansion of an existing medical center. 

The expansion included the planning for 4 additional buildings with the design of one of the building to be added to the campus. Full engineering design through construction document were prepared for all utilities including; potable water, fire suppression, communications, electrical, gas. sanitary sewer, and storm sewer. Utility design included investigation of existing VA campus infrastructure and coordination with the local municipality and utility providers. The team began by conducting a site survey to build upon the VA’s existing 15-acre property and expand upon 10 acres of newly acquired land. The team also conducted site development services, developing a site plan consisting of additional parking areas, high-security fence boundaries, connections to the existing site and placement for future buildings for such services as physical therapy and behavioral health. Design of the site expansion included the removal of a non-functional rail spur on the east side of the development area. The existing hospital campus has a current parking deficit of around 300 parking stalls.

 The site expansion plan will cover this deficit and add additional parking for future development. Due to limited open area, stormwater will be managed by a combination of small bio-retention swales with underdrain linked to a storm sewer network which will convey stormwater to an underground detention system providing approximately 50,000 gallons of stormwater detention storage. The City of Saginaw has a 120” combined sewer which will be connected to with new storm sewer and sanitary sewer lines. The design includes requirements that comply with the latest Department of Veterans Affairs’ design criteria and applicable national codes and standards. The site was laid out to comply with standoff and physical security requirements of the Physical Security and Resiliency Design Manual. WBK and the design team worked closely with the VA COR to prepare staging and phasing plans which allow for the continual contractor presence at the site. The plan will put the VA in a good position to buildout the parcel with individual clinics as the need arises.
