WBK Presents at 2014 APWA Chicago Metro Conference

Greg Chismark presented a unique solution to municipal pavement management at the 2014 APWA Chicago Metro Conference.  WBK’s solution was developed though a project with the Village of South Elgin in 2012/13.   This approach leverages the Village’s GIS system to develop a Five Year Pavement Management Program.  A comprehensive database of Village streets was created with a condition rating for each segment based on the PASER rating system.   System metrics were also developed to determine appropriate funding levels to keep pace with system deterioration.

The approach includes consideration of various pavement preservation techniques in a “treatment matrix” to allow comparison of various maintenance strategies.  The number crunching is performed in Excel, eliminating the need for special software purchase or licensing, and linked to GIS for data storage.  The geo-database is maintained by the Village and updated annually.  Click here to see this presentation.
